An outsourced accountant (ārpakalpojuma grāmatvedis) is a person who provides accounting services to a company under a written contract other than an employment contract and holds a valid outsourced accountant licence issued by the State Revenue Service.

An individual needs at least first-level professional higher (college) education or an academic degree in accounting, economics, management or finance, and at least three years of accounting experience. Where a company provides the service, the requirements apply to its responsible outsourced accountant.

The State Revenue Service issues the licence for five years, and the state fee for issue or renewal is EUR 100. Civil liability insurance of at least EUR 3,000 is required, or EUR 5,000 if any client net turnover exceeded EUR 300,000 in the previous year. Outsourced accountants are also subject to the anti-money laundering law.

Licensed outsourced accountants can be checked in a public register on the State Revenue Service website. Someone who only enters documents, scans invoices or converts them to XML is not an outsourced accountant.

Example

SIA "Ozols" wants to hand its books to the accounting firm SIA "Bilance Plus". Before signing, the board checks the State Revenue Service register that the firm holds a valid licence and who its responsible accountant is, since providing the service without one is not allowed.
