Real estate tax (NĪN)

Real estate tax (nekustamā īpašuma nodoklis, NĪN) is the annual Latvian tax on land, buildings and engineering structures, administered by municipalities. Each municipality sets the rate, from 0.2% to 3% of cadastral value, in its binding regulations.

If a municipality has not published its own rules by 1 November of the previous year, the rates in the law apply: 1.5% for land and other buildings, and for homes not used in business 0.2% of the value up to EUR 56,915, 0.4% of the part up to EUR 106,715 and 0.6% above that. A rate above 1.5% may be set only for property that is not maintained.

The municipality sends the payment notice by 15 February. The tax is paid in four parts by 31 March, 15 May, 15 August and 15 November, or in full in advance. It goes to the municipal budget, not to the unified tax account.

Example

A flat has a cadastral value of EUR 80,000 and the municipality has not set its own rates. NĪN is 56,915 × 0.2% + 23,085 × 0.4% = 113.83 + 92.34 = EUR 206.17 a year, payable in four parts or in one payment by 31 March.
