Iceland is in the European Economic Area but not in the EU. Kronur are the currency for Icelandic clients and suppliers, for example in fisheries and tourism.

The ECB did not quote the Icelandic krona from 10 December 2008 to 31 January 2018, so transactions in that period have no ECB rate.

Which rate goes on an invoice

Latvian bookkeeping uses the euro reference rate published by the European Central Bank. When an invoice or another source document is in a foreign currency, its amounts are converted to euro at the rate in force at the start of the day of the transaction (Accounting Law, Section 7(2) and 7(3)).

The ECB publishes new rates in the afternoon, so at the start of any day the rate in force is the one published on the previous working day. A transaction on Tuesday uses the rate published on Monday, not the one published on Tuesday. The 2013 guidelines for the euro changeover explain it the same way: use the previous day's rate, which is still in force on the day of the transaction.

A VAT invoice may show its amounts in any currency, but the VAT payable must be stated in euro at that same rate. For an advance payment, use the rate in force at the start of the day the advance was received (VAT Law, Section 129(5)).

Weekends and holidays

The ECB does not publish on Saturdays, Sundays or TARGET closing days: 1 January, Good Friday, Easter Monday, 1 May, and 25 and 26 December. The last published rate stays in force.
